Spinner is best known for his service as Treasurer of the U.S. during the Civil War, during which time he skillfully managed the government's huge expenditures and introduced Postage Currency. He is credited with bringing women into the civil service. He is also known for his distinctive signature that was produced with a three nibbed pen.
