Stock issued to and signed by Redfield Proctor. Rare State! Redfield Proctor (1831-1908). Businessman, lawyer, Union soldier, and Republican governor of Vermont (1878-80); able and efficient U.S. secretary of war (1889-91); U.S. senator from Vermont (1891-1908). Proctor was particularly interested as a senator in the committees on agriculture and military affairs. His speech on Cuba, delivered in March 1898, helped condition the United States for the war with Spain.
