Construction on the second segment of the Upper Coos Railroad in New Hampshire commenced in 1887, linking North Stratford, where it connected with the Grand Trunk Railway, to Stewartstown, New Hampshire. Operations were initiated within the same year. In 1888, a bridge spanning the Connecticut River was constructed, connecting Stewartstown to Beecher Falls, and shortly thereafter, the Upper Coos Railroad of Vermont was completed northward to the border. In 1889, 34 miles (55 km) of track for the Hereford Railroad were laid from the border near Beecher Falls to Cookshire, Quebec, facilitating interchange with the Canadian Pacific Railway. The final 19 miles (31 km) of track in Quebec were completed in 1890, extending to Lime Ridge and enabling interchange with the Quebec Central Railway in Dudswell, Quebec. The construction of the southern section from North Stratford took longer, with the entire segment entering service in 1891. This section connected with the Boston and Maine Railroad in Lancaster, New Hampshire, again at Waumbeck Junction in Jefferson, New Hampshire, and subsequently joined the Maine Central Railroad at Quebec Junction in Carroll, New Hampshire.
